Introduction
SmartUp:
SmartUp Social Innovation Lab is an eco-system builder dedicated to connecting various stakeholders to promote and develop social innovation. With a mission to catalyze social innovation in North Macedonia and the broader region, SmartUp focuses on building a socially, environmentally, and economically sustainable society.
Project Overview:
In early 2021, the Government of North Macedonia initiated the preparation of a National Development Strategy (NDS) for the period 2024-2042, supported by the British Embassy in Skopje, the UNDP, and the Ministry of Finance of the Republic of Slovakia. The NDS aims to outline a common development path for the country, employing an inclusive, participatory, whole-of-society approach to build consensus among diverse stakeholders.
The Policy Pilot Development, managed by SmartUp, seeks to support the operationalization of the NDS and accelerate national efforts to achieve the Sustainable Development Goals (SDGs) through governance innovation. The key component of this project is the development of policy pilots focused on the social and economic inclusion of displaced people and other foreigners in North Macedonia.
Position: Subject-Matter Expert (SME) in Migration and Integration Policies
Purpose:
The SME will provide specialized knowledge and guidance throughout the policy pilot development process, ensuring that the workshops and resulting policy pilots are grounded in best practices and reflect the latest data and trends in migration and integration.
1. Scope of Work
1.1 Collaboration and Information Package Development:
Objective: Work closely with the Assessment Consultant and SmartUp staff to ensure the accuracy and comprehensiveness of the baseline information package.
Key Tasks:
- Information Package Collaboration (1 days):
- Collaborate with the Assessment Consultant and to review and refine the information package.
- Ensure that the information reflects the best practices and includes relevant data on migration and integration.
1.2 Workshop Guidance and Expertise:
Objective: Provide expert input during workshops to ensure the policy pilots are aligned with best practices and current trends in migration and integration.
Key Tasks:
- Workshop Participation (6 days):
- Deliver presentations and facilitate discussions during workshops.
- Guide participants, ensuring that the policy pilots are informed by expert knowledge.
- Address any technical questions and offer insights on best practices in migration and integration.
1.3 Policy Pilot Development Support:
Objective: Contribute to the development and refinement of policy pilots based on workshop outcomes.
Key Tasks:
- Development and Refinement (13 days):
- Work with the project team and participants to develop and refine policy pilots.
- Provide 1-on-1 mentoring sessions with participating teams, per their request.
- Ensure the proposed pilots are practical, feasible, and aligned with international best practices.
Final Review and Feedback:
Objective: Provide a final review and support the development of final policy pilots.
Key Tasks:
- Final Review (10 days):
- Finalise the policy pilots in collaboration with the project team and participants.
- The final policy pilots should be fully developed and ready for implementation.
3. Expected Outputs
- Workshop Contributions: Expert presentations and facilitated discussions during workshops.
- Policy Pilots: Support the policy pilot development process, providing mentorship to participating teams, and ensuring policy pilots are aligned with relevant legislation, feasible, and aligned with project goals.
- Final Review Feedback: Support the development of the final policy pilots, ensuring readiness for implementation.
4. Duration and Timeline
- Total Duration: 30 days
- Information Package Collaboration: 1 days
- Workshop Guidance and Expertise: 6 days
- Policy Pilot Development Support: 13 days
- Final Review and Feedback: 10 days
5. Qualifications and Experience
- Extensive experience in migration and integration policy.
- Proven track record in policy development and implementation.
- Strong analytical and communication skills.
- Experience in workshop facilitation and providing expert guidance in similar contexts.
6. Reporting and Communication
The SME will report to the designated project manager at SmartUp and will work closely with the Assessment Consultant, and other stakeholders involved in the project.

The daily fee for this role is set at 7,500 MKD gross per day, as defined in the project budget.
